History of Assam tells us Kacharis or people of Bodo groups (aboriginal plain tribes) who ... He had his capital at Sikhna Jahar at Ultapani, near Sarbhang,  at Kokrajhar. 

Short Story of  Sikhna Jwhwlao: With Bhutan in terms of politics and economics since ancient times, when England Regime in India. 

Contemporary Bodo legendary hero Sikhna Jwhwlao, popularly known as Jaolia Dewan, was the ruler of the region as the agent of the Bhutanese king and he was powerful chief of Bhutanese royal armies. He had his capital at Sikhna Jahar at Ultapani, near Sarbhang, an Indo-Bhutan border town where broken relics are still lying. The place is now considered as the sacred abode of deities and spirits where Bodo people from neighboring villages perform Bhathau Kherai puja every year.

From villager narration, it is clear that colonial time this region was doubly dominated, it was under the domination of Bhutanese kings and East India Company, an agent of the British imperialism in India. People of this area had to pay revenue to Bhutan as well as to British colonialists which affected their life badly. 

As Jaolia Dewan says, “गोडोआव गंगारनोल' खाजना हरनांगोमोन, आथिखालाओ ब्रिटिश सरकारनोबो हरनांगौ जाहोनाव मानसीफोर्नी रंगारी हालादआ गाज्रिसिन जाबाई। ”  (In the past, people had to pay tax only to Bhutanese kings. Now, we have to pay to the British government too. For this reason, the economic condition of the people is worsening.) 

Both the community leaders realized the crucial problems of the people and decided secretly to provide a safeguard to them. In 1865 Anglo-Bhutan War or Door War Thengpakhri and Jaolia Dewan together fought against the British soldiers under the East India Company in order to free the Door region. But unfortunately, both of them were defeated and killed in the battle. This significant historical event of northeast India was almost contemporary to the “Sipoy Mutiny of 1857”.

But it has been lying still unrecognized by the national elitist historiography as these two heroic figures were from the marginalized tribal groups in the margin, the periphery of the nation. State historiography of Assam has not even given a space for this notable history.

Sikhna Jahwlao called Jaolia Dewan, was the ruler of the region as the agent of the Bhutanese king. He was a freedom fighter of Bodo leader in the northeastern region when England was the regime in India. Jaolia Dewan was not a treaty under England Regime.  They were fought against England to stop the recovery from the villagers by a small Bodo team in the area. 

One day  England force caught him near river Alaikhungri River when he was drinking water and killed him. The water of Alaikhungri River boiled with the color of the blood. Till today stone of the river is red, the villager said, situated at village Jahar, Kokrajhar(BTR). It is said that Jaolia Dewan soul comes back this day. The Sikhna Jahwlao soul has not been calm till today, said villagers. His soul wanders in the shadow of the jungle and tries to say something with Bodo language in the dark jungle this day. 
For the calm his soul, the villager has celebrated a big function in the jungle with Bthwu Puja called Deodini Dance and Kherai Dance.
